JASRACでは、iPodなどのデジタルプレーヤーに対しては、私的録音録画補償金制度の対象とすることを強く求めていくとして、4月28日に行なわれた文化庁の文化審議会著作権分科会法制問題小委員会において、JASRACや日本レコード協会など7団体が連名で意見書を提出したことを明らかにした。意見書では、「HDD内蔵型などのデジタル録音機器については、早急に補償金制度の対象とする」「録音以外の用途にも利用できる汎用型の機器についても、補償金制度の対象に含めることを検討する」「現行の制度では対象となる機器を政令によって指定するとしているが、新たな機器の登場などに迅速に対応できるように改正する」という3点を求めている。
